Oversight Best Practices: The I-35E Project Team: Part 1

Mar 28, 2017 9:30am ‐ Mar 28, 2017 10:30am

Successful design-build delivery on larger infrastructure improvement projects requires constant collaboration and communication between the owner and the oversight consultant and the design-build contractor and designer. The I-35E $100 M MNPASS Design-Build Project was completed with a total of 240 days of slightly reduced traffic flow on the interstate and very little impact to the local system. This project incorporated multipleMOT ATC's, a bridge slide and intense design and review schedule to meet schedule objectives.

Learning Objectives:

  • Lessons Learned from experienced DB teams lead to improvements in the DB delivery of major infrastructure projects.
  • Early post award collaboration of the owner, owners oversight consultant and the DB contractor and designer lead to successful DB projects.
  • Daily informal discussions in a co located environment result in a win-win for the owner and the DB contractor.
  • Successful DB delivery needs the collaborative environment to allow for innovation and negotiation of changes to deliver high quality, successful projects to stakeholders.

Speaker(s):
  • David Herzog, P.E., Geocal, Inc.
  • Peter Davich, PE, DBIA, Design Build Program Manager, Minnesota Department of Transportation
  • John Dillingham, P.E., CEO, Alliant Engineering, Inc.
  • Mike Rief, P.E., DBIA, Vice President, WSB & Associates, Inc.

Use of Progressive Design-Build to Deliver Infrastructure Upgrades to a Class-1 Freight Corridor

Mar 28, 2017 9:30am ‐ Mar 28, 2017 10:30am

CSX has used PDB to deliver upgrades to their Class-1 freight corridor. Following the successful use of P3, CSX elected to use PDB to deliver Phase-2 because of the very complex NEPA permitting process they were facing to reconstruct a 110-year-old freight tunnel through Washington, DC. This effort was combined with a second PDB program running in parallel to clear an additional 15 obstructions along their freight corridor in VA, WV, MD and DC.

Learning Objectives:

  • Use of Progressive Design Build by Class 1 Freight Railroad
  • QBS Selection Process for choosing Contractor led Design Build Teams
  • Used to deliver individual projects from less than $150,000 to over $250,000,000
  • Progressive DB used to leverage strength of early contractor involvement to optimize efficiency of the NEPA Process

Speaker(s):
  • Charles Gullakson, P.E., Assistant Vice President - National Gateway, CSX Transportation

Warranties: Ensuring Performance After Project Completion

Mar 28, 2017 9:30am ‐ Mar 28, 2017 10:30am

Warranties provide an excellent tool to ensure design-build projects perform to the level expected of the parties. There are limitations and requirements associated with the permissible term and scope of a warranty and these need to be taken into consideration when preparing a warranty provision. Likewise, administration and commercial concerns play into how warranties are structured and ultimately implemented. This session will present matters for consideration when choosing and using warranties.

Learning Objectives:

  • Understanding federal rules regarding warranties
  • Assessing the attributes of an effective and appropriate warranty program
  • Comparing warranty provisions on different projects
  • Admininstering and performing warranty programs

When the Unexpected Happens an Excellent Design-Build Team Can Make it Right

Mar 28, 2017 9:30am ‐ Mar 28, 2017 10:30am

It is hard enough to design, permit and construct a cost effective, attractive high-level bridge over an environmentally sensitive waterway. It is nearly impossible to do so while a federal injunction is filed against the project, a separate NEPA challenge and then a federal environmental permit challenge. But the DB team on the VMB project performed the impossible, then using Best Practices by permit mandate completed the project within the 975 day mandated schedule.

Learning Objectives:

  • Gain an undertanding fo the technical DB challenges and how they were addressed.
  • Learn what happened after project award and how the team developed a positive strategy.
  • Understand how DB delivery affected the process and allow some flexibility in making it a sucesss.
  • The team will demonstrate how Best Pratcies were applied and allowed the team to prevail.

Speaker(s):
  • David M. Pupkiewicz, DBIA, Manager Alternative Pursuits, Archer Western Contractors, Ltd.
  • Larry Ritchie, P.E., State Contract Administration Specialist, Florida Dept. of Transportation
  • Josh McDermott, DBIA, Construction Project Manager, Archer Western Contractors
  • Ben Lehr, PE, LEED AP, DBIA, Senior Bridge Engineer, RS&H

Procurement Best Practices Facilitated Accelerated Bridge Construction to Maximize Project Value

Mar 28, 2017 10:45am ‐ Mar 28, 2017 11:45am

As part of the Columbia I-70 Bridges D-B project, the Emery Sapp and Sons/Parsons team utilized accelerated bridge construction (ABC) at three (3) locations to effectively address the project risks of schedule and Maintenance of Traffic operations. The Missouri Department of Transportation (MoDOT) utilizes the DBIA best practices of procurement allowing the Design Build team to exceed owner requirements and project goals through innovation. This presentation will highlight the procurement process and the ABC techniques.

Learning Objectives:

  • Identify a DBIA Procurement Best-Practice
  • Explain Accelerated Bridge Construction (ABC) / Slide-In Bridge Construction (SIBC)
  • Discuss the relationship between the Owner’s procurement and final constructed infrastructure
  • Discover the procurement and implementation practices of the Missouri Department of Transportation (MoDOT)
