Before July 2009, DC Water had exclusively used the design-bid-build project delivery method for its capital projects. To implement its $2.7 billion Long Term Control Plan (LTCP), also known as DC Clean Rivers, DC Water made changes to its procurement methods to allow alternative project delivery, adopted a lean owner organization to manage the program implementation, introduced early contractor involvement to manage risk and pioneered innovative financing methods, all with successful results.
