For The Portland Building’s $195 million reconstruction project, the City of Portland selected Progressive Design-Build as the appropriate delivery method to achieve its vision for a highly collaborative “owner-engaged” process. This presentation outlines the City’s process for selection of the delivery model, development of an appropriate procurement process, and collaborative integration with the Design-Build team during the critical first phase of the Progressive Design-Build process.

Learning Objectives:

  • The presentation will demonstrate how a public agency can successfully transition its procurement processes and contracting method from CM at Risk to Progressive Design-Build.
  • The presentation will describe RFP and interview strategies that will provide a public agency with the right information to select a truly collaborative and integrated team.
  • The presentation will explain how the Owner and the selected Design-Build team can collaborate on selection of key trade partners and design subconsultants after project award.
  • The presentation will demonstrate how lean design principles and collaborative processes provide an efficient path to a successful outcome for a Progressive Design-Build Phase 1.
